Building an Inclusive & Accountable Bangladesh
The Nagorikata : Civic Engagement Fund (CEF) is a strategic initiative designed to strengthen civil society across Bangladesh.
Funded by Switzerland, Canada, the European Union, and a third party, and managed by the Fund Management Agency (FMA) led by GFA Consulting Group, the CEF seeks to foster inclusive governance, promote civic participation, and enhance transparency and accountability in public life.
Our Mission & Principles
We're committed to enhancing democratic governance and citizen participation through strategic support to Civil Society Organizations (CSOs).
Alignment
With National Plans (Vision 2041, 8th Five Year Plan) and global agendas (SDG 16, SDG 5).
Collaboration
Promoting co-creation, peer exchange, and adaptive implementation to amplify programme impact.
Leave No One Behind (LNOB)
Ensuring marginalised voices, especially women and youth, are at the centre of all interventions.
Human Rights Based Approach (HRBA)
Empowering rights-holders and building capacity of duty-bearers to respect, protect, and fulfill human rights
The Nagorikata Development Partners
Initiated and driven from inception, the original concept, led by Switzerland, inspired other Development Partners to join hands and pool their financial resources for the fund. CHF 18.5 Million has already been provided by Switzerland, Canada, and a third-party. The European Union is expected to join soon, with other development partners expressing interest in the approach, and the value-added and collective nature of pooled funding.

Switzerland
In Bangladesh, Switzerland works with various partners, including various government agencies, civil society activists and the private sector. The type of partnership depends on the specific programs and projects supported by Switzerland.
